VALORANT patch 13.02 raises Phoenix's ultimate cost from 6 to 7 points, but the update players anticipated isn't in this patch at all. Riot pulled All Random One Site: Replication, the duplicate-agent one-site mode first announced for Act 4 back in May, and gave no new release window.

Riot framed the Phoenix change as routine upkeep rather than a real balance problem: "Overall we are happy with the state of Phoenix's balance. This is a small touch to address the frequency with which he is able to cast his ultimate." The team pointed to Phoenix's rising Duelist pick rate and how often players farmed orbs fast enough to chain Run It Back multiple times a round.

The AROS: Replication delay comes with less explanation. Riot's full statement reads:

"We don't take these decisions lightly as we know a lot of you were looking forward to this mode. We are still targeting a future release date and will let you know when we have more to share."

No bug, no balance issue, no new target window, just a mode that was live on the roadmap and now isn't.

Patch 13.02 adds Split, Corrode, and Lotus to the RETAKE map pool, the permanent 3v3 mode Riot introduced alongside the Summit map back in June. That's the update's main piece of new content, next to a routine wave of agent fixes touching Omen, KAY/O, Cypher, Gekko, Reyna, Chamber, Jett, Raze, Deadlock, and Vyse, plus console-specific corrections for Chamber's haptics, Yoru's aim assist, and a Waylay dash-speed bug.

Two weeks earlier, patch 13.01 shipped a heavier update: an Outlaw nerf that added real recovery time after the first shot, buffs to Yoru and Iso, and a rank manipulation detection system imported straight from League of Legends, complete with account suspensions and in-match notifications when a matched player gets punished. Set next to that, 13.02 reads like a maintenance patch that happened to lose its headline feature.

I think the AROS delay says more about Riot's current priorities than the Phoenix number does, since a mode announced two months ago and pulled with zero explanation points to a bigger internal problem than "it needs more time." Riot spent 13.01 building enforcement tooling and spent 13.02 expanding an existing mode's map pool rather than shipping the new one, and I'd read that sequence as content development taking a back seat to systems work this cycle. Players who wanted AROS now have nothing to hold onto beyond a promise, which is a worse position than getting a delayed date up front.
