Republican Thom Tillis (R-NC) and Democrat Angela Alsobrooks (D-MD), together with White House officials announced they have reached an “agreement in principle” on the most contentious issue in the Digital Asset Market Clarity Act of 2025 (aka the CLARITY Act).

This is exactly the breakthrough the entire market has been waiting for for months.

CLARITY Act is set to become one of the most important laws in the history of the crypto industry. It will:

• Clearly split regulatory oversight between the SEC (securities) and CFTC (digital commodities).
• Eliminate years of legal uncertainty that has held back innovation.
• Protect DeFi, custody services, and new products.
• Include strong anti-CBDC provisions and tougher anti-money laundering rules.

The bill already passed the House of Representatives in July 2025 with a strong bipartisan vote of 294-134 and has been stuck in the Senate over one key sticking point, stablecoin yield.

The problem is real and urgent: stablecoins are currently offering yields many times higher than what traditional banks pay on dollar deposits. Banks (JPMorgan, Bank of America and others) warned of massive deposit outflows, while the crypto industry argued that without attractive rewards it would be impossible to grow user adoption.

Under the new agreement, passive yield on inactive (“sleeping”) balances will be restricted, but activity-based rewards (like cashback or loyalty programs) will remain fully allowed. This is the perfect compromise: banks are protected, and crypto is not strangled.

Once CLARITY Act passes (together with the already-signed GENIUS Act on stablecoins), the United States will finally have a clear, comprehensive regulatory framework for digital assets. Analysts forecast a massive wave of institutional capital, a DeFi explosion, and the start of a powerful new bull run. The White House itself called the deal a “major milestone” on the road to making America the crypto capital of the world.
